With reference to your letter of the 12th May (No.25239)

and its enclosures respecting the execution of instrumenta under

seal by foreign corporations, I am directed by the Board of Trade

to transmit to you herewith, for Viscount Milner's consideration,

copy of a Memorandum on the subject by their Solicitor in which

he suggests that the matter is one on which the opinion of the

Law Officers should be obtained,
